I think Giro is on the right track. If the Bendix (starter) gear was stuck in the "out" position, you probably wouldn't be able to move the bike in gear. If it were stuck in the "in" position, the starter would spin maddly, but you wouldn't hear the solenoid. The only other thing I can thing to check, and it is fairly easy, is if the starter is getting juice. Under the little rubber lug cover on top of the starter is the positive terminal. Put a volt meter on that terminal with the ground lead to the frame somplace and see if it is getting any energy. I'm not sure about the Savage, but some older bikes had a thing called a "fusible link" in the wiring harness, meant to keep the wiring harness from going up in flames, that might be a problem. Sorry that I don't have a factory manual to give you any more to go on.
